BFO Consultation Process

Since 2011, the German Federal Maritime and Hydrographic Agency (BSH), in consultation with the German Federal Network Agency (BNetzA), the Federal Office for Nature Conservation (BfN) and the coastal States, have set up the “Federal Offshore Grid Plan” (BFO) for the German EEZ. This level of systematic planning concerning the offshore grid connections in the EEZ is unique in Europe.

Within the scope of the BFO, those offshore wind power plants suitable for collective grid connections (so called clusters) are to be determined. In addition to defining the necessary routes and locations, the BFO also includes the grid connection lines for the offshore wind power plants, routes for cross-border power lines, as well as visual representations of possible interconnections.

For the development of an updated “Federal Offshore Grid Plan”, the German authorities rely on consultations with relevant actors and industry projects. The PROMOTioN project consortium was officially invited to submit inputs for the continuation of the BFO for the North and the Baltic Seas for the years 2016/2017. The project partners Dong Energy, TenneT, ABB and Siemens have made use of  this opportunity, and assisted the German authorities by sharing their extensive industrial expertise. The public consultation process of the draft BFO is currently running until the 4th of August.
