PROMOTioN results in harmonization of HVDC systems

PROMOTioN WP11 has now published a Harmonization Catalogue which first maps ongoing activities taking place in international standardization bodies regarding HVDC systems and equipment as well as grid connection of wind power plants, and subsequently analyses potential contributions by PROMOTioN to fill in gaps in the harmonization of HVDC systems. The aim is to establish a common reference to support PROMOTioN’s collaboration with standardization bodies, and pave the way to incorporate the extensive technical research and demonstrations undertaken in PROMOTioN into the industry’s best practices, standards and requirements. Two workshops have been organized to initiate this collaboration, one focusing on control and protection of HVDC grid systems and the other on DC connected offshore wind power plants. Relevant standardization bodies and stakeholders have participated in these workshops and thereby contributed to the final version of the Harmonization Catalogue.

WP11 has now published a Harmonization Catalogue on HVDC systems. The aim is to establish a common reference which supports PROMOTioN’s collaboration with standardization bodies and paves the way to incorporating the extensive technical research, development and demonstrations undertaken in PROMOTioN into the industry’s best practices, standards and requirements, as illustrated in the following figure.

The Harmonization Catalogue includes two major parts. The first part is a documentation of existing harmonization activities regarding HVDC systems and equipment as well as grid connection of wind power plants. This part includes activities from Cigré, IEC, CENELEC, IEEE as well as European grid codes and Chinese standards. On-going activities are summarized in tables by working group, including their scopes and timelines. In addition, published standardization documents have been catalogued and briefly summarized. The second major part of the Harmonization Catalogue analyses the potential contributions by PROMOTioN to fill in remaining gaps in harmonization. This part focuses on technical contributions towards specification, control and protection of HVDC systems, HVDC switchgear and HVDC connected wind power plants.

Two workshops were organized to initiate the collaboration between PROMOTioN and the relevant standardization bodies. Both workshops included fruitful discussions, with highly valuable inputs generated and incorporated in the final version of the Harmonization Catalogue.

The first public harmonization workshop was held at CEN-CENELEC, Brussels, on December 6th, 2018, with the goal to identify and discuss gaps in harmonization regarding the fields of HVDC control and HVDC protection. This workshop was well attended, including by representatives of different working groups e.g. from Cigré and CENELEC, who also presented their work in the corresponding fields. Following the presentation sessions, gaps in harmonization were discussed in two breakout sessions – one focussing on HVDC control and the other on HVDC protection.

The second workshop was held at DTU Wind Energy, Roskilde, on January 15th, 2019, with the purpose to discuss potential contributions by PROMOTioN towards harmonization of DC connected wind power plants. This workshop was held back-to-back with relevant IEC working group meetings to allow maximum involvement of IEC working group members. This was also a highly successful workshop, revealing the wind community’s interest in considering issues of HVDC connection in future revisions of wind power standards.
